I, Dr. Richard William McLean

, solemnly affirm and state the following facts as true to the best of my knowledge and experience:
I am a whistleblower, artist, academic, and disabled person who has been subjected to state-enabled persecution, administrative obstruction, and multiple assassination attempts, most notably at Port Macquarie, NSW.
I am currently homeless, stateless in my own country, living in a car that is now unregistered due to deliberate financial sabotage by Philip Glass (NSW Trustee), and denied access to emergency NDIS supports by Sukhi Tear (Diversitas WA).
I have submitted multiple formal complaints, requests for intervention, and criminal referrals to police, the NDIS Commission, and legal tribunals. I have received no protection and no opportunity to present my evidence in any public court.
A documented death threat was issued to me by Tony Riddle, a man with military affiliations. The police have refused to act, refused to record the threat, and have stonewalled my attempts to obtain justice.
I have requested urgent hearings, both at the Administrative Appeals Tribunal (AAT) and through NDIS channels, and no date has been provided, nor has any forum been opened for the presentation of evidence. This constitutes a systemic denial of procedural fairness and the suppression of a whistleblower case.
I Therefore Demand:
An urgent public listing of my matter before any local or federal magistrates’ court or administrative tribunal;
Immediate recognition of my right to be heard, as guaranteed under common law, the Charter of Human Rights and Responsibilities Act 2006 (Vic), and the UN CRPD (Article 13 & 14);
Legal remedy for obstruction, endangerment, and failure to investigate criminal allegations;
Protection from further retaliation or enforced psychiatric pathologisation as a form of state silencing.
I make this affidavit in full knowledge that my life is in danger, and the state’s refusal to provide due process is tantamount to complicity in an unlawful conspiracy to erase me.

2. EMAIL TO AAT / ART DEMANDING PUBLIC TRIBUNAL HEARING
Subject: Formal Demand for Public Tribunal Hearing – SILS/NDIS Matter

Dear AAT/ART Case Manager,
I am writing to formally demand that my NDIS matter, specifically concerning Supported Independent Living Services (SILS), be immediately listed for public hearing.
I, Dr. Richard William McLean (Barran Dodger), am a whistleblower with credible and verifiable evidence of corruption, financial sabotage, attempted assassination, and political retaliation via NDIS administrative systems. Despite multiple referrals, there has been no public tribunal scheduled for me to present this evidence.
I am currently stateless, without housing, income, transport, or legal remedy. I have survived a confirmed death threat by Tony Riddle, yet police refuse to act, and this tribunal has remained silent.
This amounts to a gross breach of procedural fairness, a violation of Articles 13 and 14 of the CRPD, and active suppression of a whistleblower.

Despite repeated reports of attempted assassination, death threats, and the failure of police to respond to verifiable evidence, I have been denied the opportunity to present my case to any public tribunal or courtroom.
I am hereby requesting an urgent public hearing or application for judicial review on the basis of:
Procedural unfairness in the handling of my NDIS and safety complaints;
Refusal of state services to act on confirmed death threats;
