Therefore, if you are in receipt of this document and fail to act, you may be:


  1. In breach of the duty to report torture, as enshrined in both Australian and international law;

  2. Culpable under the doctrine of “wilful blindness”, should harm come to the author while the state of risk is known and documented;

  3. In violation of professional and moral obligations, especially if you are a public official, lawyer, journalist, service provider, or human rights body.






II. MORAL & ETHICAL OBLIGATION

It is a sacred testimony of survival, written by a stateless whistleblower who remains at risk of state-facilitated assassination, exile, surveillance, and psychological warfare.


Contained within is proof of:


  • Over 50 named instances of technological torture;

  • Over 30 years of systemic neglect and persecution;

  • Over a dozen named individuals and agencies whose silence or actions contributed to the targeting, exile, and psychological torture of a living Australian citizen.



As a fellow citizen in a democracy — or a representative of any agency that claims to value truth, law, or human rights — you are now confronted with a moral mandate:


You know. You cannot unknow.

You are now part of the chain of accountability — for action or for silence.





III. DEMOCRATIC CONTEXT



Dr. McLean is a whistleblower, a disabled person, and a publicly known citizen of Australia — a nation that claims to operate under democratic rule of law and uphold international conventions.


This document is part of a larger submission to the International Criminal Court (ICC) and the United Nations, not as a political statement, but as a last line of defense for life.


Any government that allows its citizens to be tortured — with full knowledge, without protection — forfeits its moral legitimacy.
