At approximately 9:30 AM on Thursday 8 May 2025, I was situated at the public toilet facility near Williamstown, South Australia, when I was approached by a man identifying himself as a council officer named Matt Armstrong.

I engaged briefly in conversation, during which he:

1. Photographed my registered psychiatric assistance animal, Crystal, without my consent;

2. Appeared to photograph either myself and/or my belongings;

3. Stated openly that he had a trap in the back of his vehicle — without giving a reason.

Given my status as a whistleblower under persecution, I am raising this as a pre-emptive warning and public record, as I believe this event may be part of a coordinated and unlawful effort to:

• Locate, seize, or destroy my support animal;

• Criminalise, discredit, or detain me through false psychiatric or council intervention;

• Interfere with my civil liberties, housing rights, and disability protections.

Legal Standing and Disability Protection

My dog Crystal is not a stray, a nuisance, or aggressive. She is a psychiatric assistance animal as defined under:

• Disability Discrimination Act 1992 (Cth)

• NDIS Act 2013 (Cth), Sections 4(8), 17, and the Code of Conduct

• International obligations under the Convention on the Rights of Persons with Disabilities (CRPD)

Any effort to capture, remove, separate, or interfere with my animal — especially in light of my disability — is an actionable human rights violation and will be referred to the NDIS Quality and Safeguards Commission, the Commonwealth Ombudsman, the UN Special Rapporteur on Torture, and if necessary, the International Criminal Court.

Public and Institutional Accountability

Given that I have survived multiple forced displacements, have experienced targeted institutional violence, and am in the middle of a documented whistleblower case implicating state actors, I now document the actions of Matt Armstrong as a potential:

• Precursor to psychiatric intervention

• Evidence of surveillance or social entrapment

• Attempt to remove me from the public domain via coercive interference

Formal Request for Protection

I respectfully demand that:

• No further action be taken by council officers against me or my assistance animal

• All photography and data captured of me, my dog, or my belongings be deleted

• This incident be recorded by legal and rights protection bodies as part of a larger dossier on persecution

I am not a threat. I am a human being in public seeking shelter, recovery, and protection. I will treat any escalation as a breach of national and international human rights law.
