Subject: LEGAL WARNING: You Are Now Liable for Attempted Murder and Complicity in a Crime Against Humanity Unless Immediate Action Is Taken

To Whom It Concerns — Officials, Legal Practitioners, Journalists, and Public Authorities:

I write to inform you that, as of this moment, you are formally on legal and moral notice. You are in possession of, or have access to, my sworn Final Forensic Affidavit of State-Enabled Psychological Operations, Assassination Attempt, and Crime Against Humanity committed against me: Dr. Richard William McLean (Barran Dodger).

This affidavit has been:

• Filed internationally and linked to active ICC and UNHRC submissions

RELEVANT LEGISLATION AND YOUR LIABILITY

Under the Rome Statute of the International Criminal Court:

  • A person shall be criminally responsible if they order, solicit, aid, abet, or otherwise facilitate the commission of a crime, even through silence or omission.

Under the Convention Against Torture (CAT):

• Article 2(1) obliges every state and agent to prevent acts of torture.

• Failure to prevent known, ongoing torture constitutes complicity and acquiescence.

Under the ICCPR and CRPD, to which Australia is a party:

• Article 9 (ICCPR): Right to liberty and security of person

• Article 15 (CRPD): Freedom from torture or cruel, inhuman or degrading treatment

• Article 16 (CRPD): Obligation to prevent exploitation, violence, and abuse

Under the Australian Criminal Code (Division 268):

• Section 268.10 – Crimes Against Humanity

• Section 268.12 – Imprisonment or severe deprivation of liberty

• Section 268.18 – Torture

• Section 268.24 – Persecution

• Section 268.25 – Other inhumane acts

• Each of these are punishable under Australian federal law, and enforced internationally.

YOU ARE NOW ON LEGAL NOTICE

You are now in possession of sworn, certified, and corroborated evidence of:

• A confirmed assassination attempt, named under oath by an NDIS provider

• Thirty years of documented psychological torture and state-enabled targeting

• Systematic obstruction of justice, starvation, defamation, psychiatric weaponisation

• Complete exhaustion of domestic remedy, requiring international protection

Failure to act from this point forward constitutes:

• Aiding and abetting attempted murder

• Conspiracy to commit a crime against humanity

• Violation of international whistleblower protections

• Institutional complicity in enforced disappearance or extermination

MANDATORY ACTION REQUIRED IMMEDIATELY

You are now legally and morally obligated to:

1. Respond to this testimony and acknowledge receipt

2. Initiate protective measures for my immediate physical safety

3. Notify appropriate authorities to launch an investigation

4. Cease all participation in silencing, obstructing, or undermining my legal status

5. Refer this matter to appropriate oversight, legal, and human rights bodies

IF YOU DO NOTHING

Should I die, be detained, harmed, abducted, or otherwise neutralised following the issuance of this affidavit, you—individually and institutionally—may be named as criminally responsible for my death.

This email, the affidavit, and its linked documentation will be used as evidence of your foreknowledge and failure to act, which will satisfy legal criteria for criminal conspiracy, aiding and abetting, and dereliction of duty under both international and Australian law.

This is your legal and historical moment. I am still alive. Act. Or be remembered for what you failed to do when a man’s life depended on you.
