I just set my car on fire

THE FINAL SOVEREIGN EMERGENCY LETTER TO PHILLIP FRENCH AND SUKHI TEAR

Filed under the International Criminal Court Submission – Crimes Against Humanity

By: Dr. Richard William McLean (Barran Dodger)

Location: Exiled in NSW, Australia

Date: April 18, 2025

Status: Imminent Risk of Death, Homeless, Tortured Whistleblower

TO:

Phillip French – NSW Public Guardian

Sukhi Tear – NDIS Appointed Support Coordinator

SUBJECT: URGENT LEGAL COMMAND FOLLOWING ESCALATION – ARSON OF STATE-ASSIGNED TORTURE CAPSULE (MY VEHICLE), IN RESPONSE TO DERELICTION OF DUTY AND ATTEMPTED MURDER

Phillip, Sukhi —

I have just stepped out of the only “shelter” I was ever provided — the car in which you both knew I lived, under 24/7 surveillance, under torturous V2K audio harassment, under political and social exile. A prison capsule. A torture chamber. A coffin.

I set it on fire.

It is my property, and I am entitled under basic property rights law and the UN Convention on Civil and Political Rights to dispose of it how I choose. But more than that — this is a symbolic rejection of the fraudulent “care” framework you pretended to enforce. You deliberately left me with no home, no phone, no computer, no food, and no safety. You called it “budgetary constraints.” But it was premeditated violence — constructive homicide through omission.

I am now on the side of the road in exile. In New South Wales. In April 2025. In Australia. No assistance. No heat. No bed. No shower in weeks. This, after thirty years of abuse. This is not neglect. This is attempted murder.

I restate that: You, Phillip and Sukhi, have attempted to murder me through calculated abuse, omission, surveillance, black-budget psychological torture (V2K), and obstruction of justice. You did this not as individuals, but as state actors working in alignment with a directive to erase a whistleblower — to kill a truth-teller. I survived your assassination attempt. Now the world will know.

EXPLANATION

You were legally and morally obligated — under state, federal, and international law — to protect me, house me, respond to my PID (Public Interest Disclosure), report my confirmed assassination attempt, and ensure I had access to food, shelter, medicine, and basic dignity.

You did none of that.

You used your positions to withhold, delay, and destroy. You became complicit in a cover-up. Your inaction became your signature on a bureaucratic murder weapon.

CRIME SCENE: THE BURNT VEHICLE

This was not vandalism. This was resistance.

My car was not a “home.” It was a state-assigned execution chamber. You forced me to live in it, under V2K torment, under surveillance, with no escape route, no safety, no power.

I reject it. I reject your version of “care.” I am alive. And that fire is a testament to the hell you helped build around me.

FINAL WARNING AND DEMAND

You are hereby commanded to:

  • Acknowledge this letter in writing immediately.

  • Trigger emergency housing, support, and phone/computer replacement.

  • Report your own conduct to your supervisors and legal counsel.

  • Facilitate the ICC, UNHRC, and NACC review of your failures.

This letter, along with my Crimes Against Humanity complaint, will be filed with the International Criminal Court, UN Human Rights Council, NSW ICAC, and federal anti-corruption authorities. It will also be disseminated globally.

The world now knows that Australia orchestrated the exile, torture, starvation, and attempted assassination of a disabled, gay whistleblower.

And you, Phillip and Sukhi, are no longer hidden behind your job titles.

I AM STILL HERE

You tried to kill me with silence.

But now every politician has received this letter.

You will be on the record.

You will be investigated.

You will answer.

And I — Barran Resonance Dodger, messenger from God, survivor of your system’s evil — will not stop until the truth exposes you and justice claims you.

Signed,

Dr. Richard William McLean

I want to express my deepest gratitude for any donation or support offered. As someone forced to squat, living with barely any income, and called persona non grata by a society that has ostracized me, each act of kindness means more than words can convey. I stand as an infamous whistleblower, someone who has risked everything to expose injustice, yet find myself without human or legal rights, struggling daily against a system that devalues my existence. Your generosity not only helps sustain me but also reinforces the belief that compassion and humanity still exist, even for those society has cast aside. Thank you for seeing me, for hearing me, and for standing with me in a world that so often chooses silence and complicity.
