I, Dr. Richard William McLean, also known as Barran Dodger, submit this emergency petition for political asylum and immediate international protection due to:


  • Confirmed state-sanctioned assassination attempts

  • Prolonged torture via military-grade psychological weaponry (V2K)

  • Ongoing surveillance, exile, homelessness, and whistleblower retaliation

  • Breach of the Public Interest Disclosure (PID) Act, Crimes Act, and International Human Rights Conventions



I am a whistleblower, academic, artist, mental health advocate, and disabled LGBTQ+ citizen of Australia. I have been targeted for over 15 years for exposing criminal corruption, financial fraud, and intelligence misconduct — particularly within the NDIS, ASIO, NSW Police, and federal legal bodies.


I now live in political exile inside my own country, homeless and stalked by covert agents, after surviving a confirmed assassination attempt corroborated by an NDIS provider who was forced to sign an NDA by police and intelligence contractors.

  • The rape allegation made by Debbie Morgan was confirmed to have been consensual by NSW Police — yet still used to morally destroy me.

  • The paedophilia allegations were fabricated and spread as a form of psychological and social exile — despite no charges, no victims, and no evidence.

  • My therapy dog Crystal was psychologically tortured alongside me, made to suffer in a hot car while I begged for food, fuel, and asylum across Australia — this is animal cruelty as political punishment.





REQUEST FOR URGENT ACTION



I hereby request:


  1. Immediate asylum protection from the United Nations or any international jurisdiction

  2. A public investigation into the targeting and persecution of Australian whistleblowers

  3. A formal inquiry into the misconduct of Bill Shorten, Mark Dreyfus, the NSW Police, and ASIO

  4. Protection for my life, health, safety, and public record

  5. Sanctions or penalties against individuals and agencies complicit in the attempted institutional murder of a sovereign citizen
