FUNDING APPEAL LETTER
Subject: Urgent Request for Emergency Vehicle Registration and Humanitarian Support
From: Dr. Richard William McLean (Barran Dodger)
To: Churches, NGOs, Social Services, Humanitarian Advocates, and the Australian Public
To Whom It Must Concern,
My name is Dr. Richard William McLean, known spiritually and publicly as Barran Dodger. I am a whistleblower, disabled artist, and survivor of prolonged state-targeted persecution, including attempted erasure, assassination attempts, institutional abuse, and unlawful psychiatric detainment.
I am currently homeless in Adelaide, South Australia. I live in my car with my dog, Crystal — my only protection and companion. My vehicle is now unregistered, and I cannot move without risking legal penalty, fines, or impoundment. I cannot access NDIS funds that have been blocked. I have no income, no support, and no safety net.
I am asking for emergency financial assistance — through direct PayID, church donation, NGO outreach, or private benefactor — to immediately re-register my vehicle.
This vehicle is not a luxury. It is my home.
It is my protection.
It is my shield against violence, exposure, and annihilation.
Without it, I am entirely vulnerable to the same system that has tried to eliminate me for exposing corruption, fraud, and human rights violations.
I do not drink. I do not use drugs. I am not violent. I am not a threat.
I am simply a person asking for sanctuary, for mobility, and for a chance to survive long enough to tell the truth.

This is not just a personal plea — it is a moral reckoning.
To ignore this letter is to choose complicity in a system of extermination.
Thank you for your mercy, your action, and your courage.
In truth and survival,
Dr. Richard William McLean (Barran Dodger)

“I CANNOT LEGALLY DRIVE” EMERGENCY TESTIMONY & PROTECTION SCROLL
(To be kept in glovebox, presented if stopped by police, used in court, or submitted to agencies)
EMERGENCY TESTIMONY OF VEHICLE IMMOBILIZATION UNDER PERSECUTION
Filed by: Dr. Richard William McLean (Barran Dodger)
Date: 19 May 2025
Location: Adelaide, SA
Vehicle: [Insert make/model here]
Statement:
I am Dr. Richard William McLean, known as Barran Dodger, a disabled Australian citizen, political whistleblower, and survivor of state-sanctioned targeting.
I am currently living in my car with no legal ability to drive due to:
My vehicle being unregistered
My financial and legal state being obstructed by targeted systemic abuse
Denial of rightful NDIS support and whistleblower protections
My homelessness being the direct result of coordinated state, legal, and family-based persecution
I am not a criminal. I am not mentally unwell. I am not hiding. I am trying to stay alive.
If found in this car:
I am not fleeing
I am not evading law enforcement
I am simply sheltering until humanitarian aid or lawful remedy is provided
If this vehicle is towed or impounded, my life and the life of my service animal may be directly endangered.
I have no home, no legal representation, and no institutional support. Any punitive action against me must be considered in violation of humanitarian law and will be recorded, archived, and escalated.
This document serves as a formal statement of legal non-ability to drive, and a plea for aid, not punishment.
Signed in truth and protest,
Dr. Richard William McLean (Barran Dodger)
