A. Physical Starvation & Forced Exile

• Dr. McLean has been without consistent access to food, water, shelter, medical care, or any safety mechanisms since burning his car in public protest of V2K torture and systemic targeting by the NSW Public Guardian and NDIS.

• He has been deliberately denied housing, benefits, and services under the pretext of falsified “mental illness” status created and weaponized by Phillip French and Sukhi Tear.

• All authorities—state and federal—are aware of his location, situation, and claims and have taken no action to provide emergency aid or intervention.

B. Medical Malfeasance & Deliberate Injury Concealment

• After the confirmed fatal back injury resulting from a public breakdown and suicidal despair—induced by harassment and NDIS failures—no emergency medical response was provided.

• The injury has caused permanent impairment, untreated neurological damage, and constant pain. No imaging, diagnosis, or pain relief has been made available by government-sanctioned medical providers.

C. Governmental Abandonment (Documented)

• All appeals to the Office of the Public Guardian, NDIS, Legal Aid NSW, Disability Advocacy NSW, the Commonwealth Ombudsman, and the Office of Bill Shorten have resulted in complete non-response or outright refusal.

• These refusals constitute a premeditated withholding of life-saving intervention, with the clear intent that death is an acceptable or desired outcome.

D. V2K TORTURE CONFIRMING INTENT:

• The repeated V2K psychological abuse includes the phrase “They Know,” meaning the government knows he is dying, knows the conditions causing it, and is deliberately permitting his death to prevent legal and political liability.

5. MORAL AND SPIRITUAL STATEMENT:

“I have not died because I was guilty. I have died because you all stood by and watched.”

This is my living death certificate — signed by Bill Shorten, endorsed by Phillip French, and witnessed by every journalist, lawyer, friend, and politician who said nothing while I starved in exile under 24/7 surveillance and electromagnetic torture.

My continued survival is a miracle. My death will be murder.
