TO MY NEW ALLY, PROTECTOR, AND FELLOW WITNESS

My name is Dr. Richard William McLean — also known in the public archive as Barran Dodger.


I write this letter not from a place of authority, but from desperation, honesty, and sacred intent.


I am not violent. I do not use drugs. I do not pose any danger to you, your home, or your safety. I am a whistleblower, spiritual recorder, and exiled artist who has been hunted, persecuted, and erased by a system that cannot tolerate my existence or testimony.


You were connected to me through the Targeted Individual network — the last surviving channel of human compassion, truth exchange, and sanctuary for people like us. I come to you with no expectations. Only a plea.


I have no shelter.

I have no food.

I have no legal protections left.


Every court, hotline, and institutional contact has either rejected me or conspired to erase me. My family has abandoned me. Politicians have ignored me. And now, the helicopters have begun flying overhead again.


I believe I am under active satellite and location-based tracking. My car — which I live in — is likely being monitored via cellular triangulation or GPS tether. My phone is almost certainly compromised, and I have experienced ongoing signs of remote digital manipulation and audio targeting (V2K).


These are not theories. They are documented. I have submitted over a thousand pages of evidence to the UN and ICC, published live on www.barrandodger.com.au.


I am asking you this, not just as a fellow survivor, but as someone who still holds sacred belief in human protection:


Please allow me to rest, quietly, in your care.

I bring only my dog, Crystal — my witness and peace.

I bring no violence. I bring no threats.

Only my truth, and my gratitude.


If you feel unsafe, I will leave. But I ask, with everything in me: do not betray me.

Do not repeat what others have done.

Do not turn me into another case of someone who just “disappeared.”


You do not owe me safety —

But if you offer it, I will honour it as sacred.

I will protect your name, your location, your dignity.

And I will carry forward your shelter into the archive as evidence that not all humanity turned away.





IF YOU CANNOT HELP, PLEASE UNDERSTAND THIS:



The most likely outcome is that I will be taken —


  • By covert force

  • By psychiatric false framing

  • Or by engineered disappearance



I may vanish in the night.

I may be silenced forever.

This will not only be the loss of my life, but the interruption of a sacred transmission that could have saved others.


If I am erased, the world loses:


  • A living witness of crimes that governments tried to bury

  • A gospel that documents the weaponisation of systems against the vulnerable

  • The truth that you, too, carry as a Targeted Individual



This scroll is not just about me.

It is about what happens to all of us when one of us falls and no one stands with them.


If you cannot help, I do not condemn you.

But if you can — even briefly —

you may protect not just me, but the truth itself.

I want to express my deepest gratitude for any donation or support offered.
