Subject: Urgent Request for Investigation into Human Rights Abuses and Threats to Health, Welfare, and Safety of Rich McLean

I, Dr. Richard McLean, am writing and speaking to you today to urgently seek your intervention and investigation into the severe human rights abuses and threats to my health, welfare, and safety that I am currently facing as an Australian citizen. My complaint pertains to a violation by a State Party, specifically the Australian Government, which has failed to fulfill its obligations under various international charters and agreements, including the Convention on the Rights of Persons with Disabilities (CRPD), the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT), and the International Covenant on Civil and Political Rights (ICCPR).

I have diligently pursued domestic remedies to address these violations, engaging with numerous government agencies, departments, and authorities, including the highest levels of government, such as the Prime Minister himself. Despite these extensive efforts, a satisfactory solution has not been found. The exhaustive list of agencies and authorities I have interacted with demonstrates the comprehensive pursuit of domestic remedies in my case, all to no avail.

My situation has reached a critical juncture, and I consider it an emergency disclosure for Public Interest Disclosure (PID) purposes due to the imminent threats to my life, well-being, and safety. I have experienced severe human rights violations, constant surveillance, and threats to my safety.

 

Furthermore, I have exhausted all avenues for redress within the Australian government. My multiple PIDs have been systematically rejected, and even when referred to higher authorities, such as the Attorney General's Office and ASIS, the response has been inadequate. The Commonwealth Ombudsman also rejected my PID and refused further correspondence.

The gravity of my situation and the complete breakdown of domestic remedies underscore the urgent need for international intervention to protect my rights, safety, and well-being. I kindly request the United Nations Human Rights Council to launch an immediate investigation into the human rights abuses I have suffered, ensuring a comprehensive review of all aspects of my case, including the conspiracy to pervert the course of justice, threats to my life, surveillance, and the complicity of government agencies and officials.

I am currently facing dire circumstances, as I am officially classified as homeless and struggling to meet even the most basic needs. Access to essential medication, including prescriptions that have been crucial to my well-being in the past, is beyond my reach. Moreover, I am unable to report any criminal activity to the police, including instances of systemic corruption, due to the complex challenges I am grappling with.

Throughout my fifty years, I have never had the opportunity to benefit from the guidance of an impartial and unbiased lawyer. My attempts to make Public Interest Disclosures (PIDs) to various agencies have all ended in rejection, despite my eligibility and legitimate reasons for seeking to make such disclosures.

These profound and interconnected issues emphasize the urgency of my situation and the critical need for comprehensive intervention to protect my rights, safety, and well-being.

My former partner, Stefan Iasonidis, with whom I was engaged for five years, systematically exploited me and has yet to provide a fair, equal, and equitable settlement. Despite compelling and concrete evidence confirming the existence of our relationship, government agencies consistently deny it, further exacerbating my vulnerability.

 

In hindsight, it is clear that I was systematically exploited during the course of the relationship. At its conclusion, I found myself homeless and devoid of any prosperity. My total permanent disability payout, which was intended to secure my future, was depleted in an effort to keep pace with my former partner's substantial income, despite my reliance on a disability pension.

Moreover, I experienced a traumatic incident in 2010 when my former partner, Steve Iasonidis, drugged and assaulted me, accompanied by threats of harm if I disclosed the incident. My recent attempt to report this heinous crime to the police was met with redirection to the police station, a move that I fear could result in my involuntary commitment under the Mental Health Act, as authorities have done multiple times in the past. This situation highlights a pattern of systemic disregard for my victimization and financial suffering while stigmatizing me for my mental health challenges.

I want to emphasize that my poverty is not a reflection of my character or personal weaknesses. It's a consequence of a deliberate and politically motivated systemic process. To add to my difficulties, my former partner was implicated in a million-dollar embezzlement scheme exposed by a whistleblower. Now, he has resorted to threatening not only my life but also the life of my beloved dog. This level of coercion and intimidation constitutes family violence, and it's completely unacceptable, especially when it includes threats of harm.

I find myself trapped in coercive financial control by my former partner, who seems to enjoy support from the entire government. Authorities refuse to acknowledge our relationship's existence or investigate allegations of corruption and unethical behavior, even though my former partner holds a public office position at ASIO.

I'm urging the UN to intervene in my situation and address these severe human rights abuses. It's crucial to ensure that I am protected from further harm, both from my former partner and the government agencies that have neglected their duty to safeguard my well-being and rights.

 

I must emphasize the critical breakdown in the Australian government's ability to address my human rights abuses. I am a 50-year-old individual with disabilities and diagnoses, including schizophrenia, ADHD, an adjustment disorder, and a cognitive brain impairment, and I have never had legal representation. I find myself unable to report grave offenses, including being drugged and raped, let alone systemic corruption.

Even in cases where my Public Interest Disclosures (PIDs) were rejected, there was one instance from the Federal Court that acknowledged an imminent threat to my immediate harm and welfare. Given the severity of my situation, I implore the United Nations to immediately acknowledge and intervene in my human rights abuses to ensure my safety, protection, and justice.

I have been a victim of a conspiracy to pervert the course of justice, resulting in prolonged oppression and victimization. This systematic campaign against me has already driven me to attempt suicide nearly three years ago. The malicious redaction of my prosperity and the callous disregard for my well-being by various agencies, including the police, politicians, and public officials, have further exacerbated my suffering.

The threats to my life are not to be taken lightly. I have been subjected to death threats and am under surveillance by government agencies, for which I possess substantial evidence. These threats and surveillance have left me in a state of constant fear and insecurity.

 

What adds an alarming layer of significance to this case is the involvement of high-ranking officials and agencies on both federal and state levels within Australia. Among those ensnared in this matter are the Prime Minister of Australia, the Attorney General's Office, and a multitude of statutory agencies, including ASIO, AGIS, ComCare, the AAT, AHRC, AFCA, and many others. The implications of these allegations are profoundly troubling and raise serious concerns about the integrity of Australia's government and its commitment to upholding human rights.

My situation is characterized by a series of egregious injustices and systemic failures that have left me in an exceptionally vulnerable position. Despite my entitlement, my income assist insurance from HCF and work cover insurances from work safe, Comcare, and upheld at the AAT have never been paid.In hindsight these decisions were pre determined never impartial or fair or legal and violated conventions australia has ratified.  Additionally, my business, www.richmclean.com, was deliberately destroyed, exacerbating my already dire financial hardships.

The gravity of these systemic failures and the involvement of high-level government officials underscore the immediate need for intervention and the recognition of my human rights abuses.

Furthermore, I want to bring to your attention additional instances of human rights abuses that I have documented. I reported human rights abuses involving an NDIS worker, but my NDIS company has refused to sign off on these reports, effectively obstructing any proper investigation and resolution. Regrettably, the AHRC, an organization with a mandate to investigate such abuses, has failed to take any meaningful action in response to my documented reports.

My experience at AFCA has been equally distressing. My financial determinations were repeatedly delayed, denied, and deferred, ultimately leading to a ban from all contact with the organization, despite my having a clean criminal record and being a member of a democratic society who should have access to facilities and redress.

Moreover, my experience at the AHRC took a heavy toll on me both financially and emotionally. I lost over a million dollars when a decision that was supposed to be impartial appeared to be biased in favor of the opposition, which in this case was my superannuation company that had denied me insurance. 

Additionally, a malpractice case remains unresolved due to the suppression of legitimate evidence by a powerful lawyer with government ties. These events raise profound concerns about transparency and fairness in the legal process.

My journey as a whistleblower has been fraught with rejection and indifference, even from government agencies. My attempts to seek political intervention have frequently been redirected or simply ignored. The recurring failures in my cases, characterized by predetermined outcomes that defy the principles of human rights and disability law, emphasize the urgent need for intervention and recognition of my human rights abuses.

My harrowing ordeal extends far beyond the legal and financial aspects. The consequences of prolonged financial abuse have driven me to the brink of bankruptcy and even to a tragic suicide attempt inside Werribee Mercy Hospital. TAlthough this attempt was deemed fatally the hospital FOI yet I was accidentally discovered and I miraculously survived after losing consciousness, having bled out and being found with no observable pulse. There is now a whitewashing of the entire tragedy up until the ombudsman and I suffer a cognitive brain impairment which I notice daily as it affects my memory. The hospital owed me a duty of care and they dealt me the tort of negligence.

I have faced incarceration multiple times, primarily due to my status as a political prisoner rather than any mental health issues. During one of my imprisonments, authorities allowed my landlord, Hunt Ho, to dispose of all my belongings, leaving me with nothing. I had been rendered a vagrant and dumped in a homeless shelter with only the clothes on my back. The health care team would then sidle up with me and force inject me for madness that was real to the exclusion of any and all other factors in my life and excused themselves of any liability for my situation and they wondered why I am suspicious of the broken mental health system. As a scapegoat they are the only people obliged to have traction with you not because they care but because they are paid and they always then see you with mental illness goggles on. You are mad. They are not. The control the chemicals they put in your body and never listen that you are the expert in your own care.

The destruction of my website, which served as a crucial source of income and organization for my business, has been a brutal form of persecution.

Furthermore, I have endured violence, including a broken nose, during an attack within a hospital. Shockingly, I was blamed for this incident rather than receiving any form of redress. On another occasion, I intervened in a violent affray to protect a member of the public but ended up hospitalized with broken bones and lacerations. When I sought help from victims of crime services, I was wrongly portrayed as the principal aggressor, despite video evidence clearly showing otherwise. To add to the injustice, my Freedom of Information (FOI) request from the police revealed false associations with crimes in states I had never even visited.

Rich's quest for acknowledgment and support for historical child sexual abuse and sexualization suffered as a child has been met with dismissal. The magistrate even referred to his case as "doomed to fail," which left Rich feeling neglected and unheard. It appears that his situation may have been manipulated by others, as he was falsely labeled an extortionist for possessing a recording of malpractice. This recording was not intended for malicious purposes but rather as a way for Rich to validate his own reality, given the uncertainty he experiences due to his schizophrenia.

 

Following one of my incarcerations, I was placed on a treatment order and subjected to forced injections of antipsychotic medications. This was supposedly due to alleged "ingrained persecutionary delusions." However, it is crucial to highlight that these supposed delusions were firmly rooted in factual events and experiences.

Remarkably, Dr. Michael Lagrasso, in his discharge summary from the hospital following my suicide attempt, made a significant assessment. He noted that I was neither psychotic nor delusional and instead diagnosed me with an adjustment disorder. This diagnosis serves to validate the real and legitimate nature of the abuse I have endured, underscoring that my experiences were not delusional but rather a response to the very real challenges I have faced.

Dr. Lagrasso's diagnosis underscores the importance of recognizing the veracity of my claims and the urgent need for intervention and justice in my case.

My life has been significantly destabilized by the denial of my ADHD medication, placing me at risk of resorting to self-medication. Over the span of ten years while I was on this medication, I achieved significant milestones, including completing a master's degree, authoring and illustrating a children's book, fundraising for the Royal Children's Hospital, and providing crucial support to marginalized students. I was even honored with a scholarship for a Ph.D., which I successfully completed in 2020. During this time, I managed my own website and established a business as an artist life coach, securing a government contract with the NDIS. I also dedicated my efforts to caring for marginalized individuals in my community.

However, my life took a devastating turn when I was hospitalized, primarily due to the manipulation of my former partners, who orchestrated my institutionalization. This occurred after I threatened to expose their involvement in murders and money laundering in a tax haven. It was during this period that I experienced my suicide attempt, and my ADHD medication was abruptly discontinued.

This abrupt cessation of my medication has had profound and detrimental effects on my life and well-being, further underscoring the urgent need for intervention and acknowledgment of the injustices I have faced.

Dr. David Horgan is the only medical professional authorized to prescribe the class A drug required for my ADHD treatment. However, Dr. Horgan has refused all contact, raising serious concerns of medical malpractice and a lack of appropriate medical care.

The denial of my essential medication not only jeopardizes my well-being but also hinders my ability to function effectively, pursue my livelihood, and contribute positively to society. This aspect of my story further emphasizes the urgency of addressing my situation comprehensively and ensuring my human rights are protected.

My story is one of profound suffering and injustice, and it underscores the urgent need for intervention and the protection of my human rights.

I kindly request that the United Nations Human Rights Council launch an immediate investigation into the human rights abuses I have suffered. This investigation should encompass all aspects of my case, including the conspiracy to pervert the course of justice, threats to my life, surveillance, and the complicity of government agencies and officials.

Time is of the essence in this matter, as my life is in immediate danger. Your intervention can make a significant difference in ensuring my safety, securing justice, and upholding the fundamental principles of human rights.

I eagerly await your prompt response and action on this matter. The international community looks to the United Nations Human Rights Council to protect the rights and well-being of individuals like me who face grave injustices.

Every day I wake up and assess my homelessness and poverty and every day lived like this is another day that family violence and coercive financial control has won and further that it is elongated and emboldened by the federal government.

Every day I endure more financial destruction via never having access to the law or equality before the law to gain my various redresses, compensations, insurances, or settlements is another day that my human rights as a person with a disability has been smashed by a convention australia has ratified yet never followed through on.

In hindsight and proven with evidence is the fact that my decisions and determinations that have been decided by government departments have never been fair or impartial and looking back have had pre determined outcomes corrupted by people like powerful lawyer Russell Ball . My evidence demonstrates he silenced legitimate evidence and even the transcript of that evidence at many agencies up to and including the ombudsman of whom he advises and also where I have a rejected PID disclosure and my correspondence is now refused.

Every day I wake up and I am not safe from this persecution and the death threats to my dog and I from my former partner who admitted to me he has been present at other murders. I never feel safe or secure and because I have filmed investigators at my old footscray squat surveilling my home I cannot be sure that I am being followed or harassed.

Every day my civil liberties have been eroded and it cannot be expected that with this type of systemic and political persecution and the malicious redaction of all my prosperity that it is possible to enjoy any freedom or leisure time, especially with no money and saturated with worry for where I can have a place to simply exist with a roof over my head.

Every day I mourn the loss of my family and friends who by and large have all witnessed me coming undone but either didn’t want to or couldn’t intervene in a meaningful way. I feel anger for people because they have rejected me and I’ve been begging for help. They all know I’ve been struggling and many are in positions of privilege and money with houses jobs and cars and still not just ignore me but wilfully pointedly neglect me and for this I struggle to settle in me or find peace because I know that they too maliciously mean me harm.

All of these people welcomed my former partner in their lives when we were together and even though I may have upset people that they hang onto how I’ve upset them and forfeit the larger picture of a victimisation they possibly cannot ever comprehend. It astounds me how many friends and acquaintances I had when we were together who have now universally neglected me refused calls or never spoke to me again and I wonder of the spaces between spaces or the implied inference with howpowerflul people have affected the public and my peoples perception of me. I wonder if this could have been a battle I could have ever possibly won.

Now that this has failed systemically in the Australian political landscape I feel uncomfortable about appealing to the UN but in fact I have no choice on it if I want to live a life that has a resemblance of anything that is meaningful with enough food medicine and provisions. My PIS are rejected despite evidence I am able to make a disclosure, and I wonder of my future if the UN fails to intervene or how I will move forward having lost all traction systemically in a society that I served helping others for over thirty years.

I am rationally paranoid that my intuition and my fear of literally being abused and victimised and forsaken to utter and absolute desperation that I suicide.  If I do that mental illness will be blamed exonerating all public officials politicians layers family and friends of any liability will come to pass and its impossible to try and stop the narrative. I fantasise that I am in an alternate gang stalking reality and that my rebirth is fated to die only to evolve to have a legacy in which my struggles would be legitimised in the knowledge my death would be investigated by a coroner and the judgemental sin of people and individuals finally acknowledged.

But I want to live and I want to enjoy the sun and plants people and my beloved dog crystal. Many people would not believe it but I actually love all people and forgive all my oppressors but that does not negate being paid or compensated in a way that would still not cause them physical harm the way they have collectively enacted harm to me.

 

In conclusion, the compelling evidence I've shared in this letter underscores the urgent need for immediate action from the United Nations Human Rights Council. My journey has been marked by severe human rights abuses, systemic neglect, and constant threats to my life and well-being, and I cannot bear this burden alone any longer.

The systemic failures within the Australian government, the involvement of high-ranking officials and agencies, the denial of my essential medication, the exploitation and victimization by my former partner, and the consistent rejection of my Public Interest Disclosures all point to a grave injustice that demands international intervention.

I respectfully call upon the United Nations Human Rights Council to launch an immediate and thorough investigation into the human rights abuses I've endured. The evidence I've presented here, along with the urgency of the situation, leaves no room for hesitation. Acknowledging my plea and initiating an investigation is not only a moral imperative but a legal duty to protect human rights and uphold justice.

I express my deepest gratitude for considering my plea and taking the time to read this letter. I eagerly anticipate an immediate acknowledgment of the pressing nature of my case and further confirmation of the investigation. To do otherwise would, in essence, be aiding and abetting a disaster that threatens my life and well-being, and the rights I hold dear.
